1333.26 MINIMUM STANDARDS FOR LIGHT AND VENTILATION.
   (a)   Window Area. Every habitable space shall have at least one window or skylight which can be easily opened or other such device that will adequately ventilate the room.
   (b)   Bathroom Ventilation and Lighting. Every bathroom and water closet compartment shall comply with the light and ventilation requirements for habitable rooms as required above, except that a window shall not be required in bathrooms with water closet compartments equipped with an approved mechanical ventilation system.
   (c)   Electrical Requirements. Every building used for occupancy shall be adequately and safely provided with an electrical system. All outlets and fixtures shall be properly installed, maintained in good and safe working order and connected to a source of electrical power in a safe, approved manner by the City.
      (1)   Basements. Basements shall be wired for a minimum of one lighting outlet for each 200 square feet, one of which shall be operable from the first floor. All enclosed areas that can be entered into, such as toilet rooms, utility rooms and areas under porches, etc., shall be provided with at least one lighting outlet with the proper type of junction box.
      (2)   Laundry areas. Laundry areas shall be provided with adequate illumination. A duplex receptacle separate from the lighting circuit shall be a separate twenty amp grounded circuit. In lieu of a grounded duplex receptacle, a GFI (grounded fault interrupter) may be installed.
      (3)   Services. Every dwelling unit shall be supplied with at least 100 amp service. Type "S" fuses or equivalent circuit breakers shall be installed where fusible equipment is used.
      (4)   Kitchens. Kitchens shall be provided with adequate illumination and a switch that is readily accessible. These shall be a minimum of two twenty amp grounded circuits provided one supplies the drain board area. In lieu of a grounded receptacle, a GFI (grounded fault interrupter) may be installed.
      (5)   Bathrooms. Bathrooms shall be provided with adequate illumination and a grounded duplex receptacle shall be provided and located near wash basins. In lieu of a grounded duplex receptacle, a GFI (grounded fault interrupter) may be installed.
      (6)   Living rooms. Living rooms shall be provided with adequate illumination. The lighting shall be controlled by a switch located in a convenient and readily accessible location. Receptacle outlets controlled by a wall switch in lieu of a lighting outlet shall be permitted.
      (7)   Bedrooms. All bedrooms shall be adequately illuminated. The lighting outlet shall be controlled by a wall switch and located in a convenient and readily accessible place. A minimum of two duplex receptacles shall be installed and located on opposite parallel walls.
      (8)   Stairways. Stairways and each stair section shall be adequately illuminated. Lighting outlets shall be controlled by a wall switch(es) and located in a readily accessible location. Switches shall not be located where it is necessary to use darkened stairs or stairways for operation.
      (9)   Entrances and exits. Entrances and exits shall be illuminated by exterior lights and controlled by an interior wall switch located in a convenient and readily accessible location.
      (10)   Wiring methods. Wiring methods shall conform to the existing National Electric Code. Temporary wiring or extension cords shall not be used as permanent wiring.
