1333.24 BASIC EQUIPMENT AND FACILITIES.
   No person shall occupy or let to another for occupancy any dwelling or dwelling unit, for the purposes of living, sleeping, cooking or eating therein, which does not comply with the following requirements.
   (a)   Kitchen. Every dwelling unit shall have a room or portion of a room in which food may be prepared, which shall have adequate circulation area, and which shall be equipped with a kitchen sink in good working condition and properly connected to a water supply system approved by the City. The water system shall provide at all times an adequate amount of heated and unheated running water under pressure and shall be connected to a sewer system approved by the City.
   (b)   Bathroom. Every dwelling unit shall be provided with a room affording privacy and equipped with a flush water closet, a lavatory basin and a bathtub or shower in good working condition and connected to a water supply and sewer in a manner approved by the City.
   (c)   Egress. All dwellings shall have a safe, unobstructed means of egress with a minimum headroom of six feet six inches leading to safe and open space at ground level. All structures over two stories high shall provide dual ingress/egress.
      All exits including stairways shall be kept in a reasonably good state of repair. Floors, treads and risers shall be sound and have a reasonably smooth surface. Risers of unequal height, broken tread noses, structurally unsafe surfaces, excessive warping, holes and cracks all constitute serious hazards. Doors shall be readily operable from the inside and outside. Each exit shall be kept unobstructed at all times.
   (d)   Handrails. Structurally sound handrails shall be provided on any steps containing four risers or more. Porches, patios and balconies located more than three feet higher than the adjacent area shall have structurally sound protective guards or handrails with balusters no more than six inches apart. All handrails shall not be less than thirty inches vertically above the nose of the stair tread and not less than forty-two inches above the stairway platforms.
   (e)   Private Access. Access to or egress from each dwelling unit shall be provided without passing through any other dwelling unit.
   (f)   Locks. All exterior doors shall be equipped with safe and functioning locking devices.
