1333.05 SCOPE; CONFLICT; MORE RESTRICTIVE PROVISION TO CONTROL.
   The provisions of this Code shall be supplementary to all other provisions of City ordinances relating to the construction, use and maintenance of residential buildings and accessory buildings. The minimum interior housing requirements set forth in this chapter shall apply to all residential rental dwellings and accessory buildings in the City. The minimum exterior property maintenance requirements set forth in this chapter shall apply to all premises.
   Existing buildings may continue to be occupied for residential purposes, if:
   (a)   The building complies with the provisions of this Code except as to any variance or modification hereto specifically granted by the Property Maintenance Appeals Board or Property Maintenance Officer; and
   (b)   The use and occupancy of the building is not in violation of any of the provisions of City ordinances or applicable to Ohio statutes, including any rules and regulations adopted pursuant to such ordinances or statutes.
   In the event of conflict between any provisions of this Code and any provisions of other City ordinances, the more restrictive provisions shall prevail.
