The purpose of this regulation is to protect the public health, safety and general welfare by establishing minimum standards governing the maintenance, condition and appearance of all structures and premises; to fix responsibilities and duties upon owners of structures with respect to sanitation, repair and maintenance; to authorize and establish procedures for the inspection of premises; and to fix penalties for violation of this Code.
While the purpose of the Code is to establish standards for structures, at the same time it is not intended to make practical attainment of these standards impossible. This Code shall be construed liberally and justly to insure the public health, safety and welfare.
