1325.11 RIGHT OF APPEAL.
   Notwithstanding the provisions of this chapter and supplemental thereto, the owner, occupant, agent or operator of any structure or premises shall have the right to appeal from any order of or written notice issued by the Building Inspector within fourteen days from the date such notice was given or mailed or order issued. Such an appeal shall be taken to the Board of Nuisance Abatement. The Board shall be composed of the City Manager, the Law Director and Chairman of the Planning Commission or their representatives. The Building Inspector shall serve as Secretary to the Board. In order to affirm an order of demolition, the Board's decision must be unanimous. All other appeals may be decided by a majority. All appeals shall be heard by the Board within fourteen days after the day on which the appeal was filed. If the Board sustains or modifies the notice, it shall be deemed to be an order. The proceedings at such hearing, including the findings and decision of the Board of Nuisance Abatement, shall be summarized, reduced to writing and entered as a matter of public record in the office of the Building Inspector. A record shall also include a copy of every notice or order issued in connection with the matter. Any person aggrieved by the decision of the Board may seek relief therefrom in any court of competent jurisdiction, as provided by the laws of the State.
