Whenever the occupant, owner or operator of a structure or premises fails, neglects or refuses to comply with any notice of the Building Ispector directed to him, the Building Inspector shall report such facts to the Law Director and shall also advise him of the facts and circumstances. The Law Director may institute an appropriate action in the courts to compel a compliance. Such civil proceedings shall be brought in the name of the City; provided, however, that nothing in this section and no action taken thereunder shall be held to exclude criminal proceedings as may be authorized under the Ohio Revised Code or any of the laws or resolutions in force in the City, or to exempt anyone violating this chapter or any part thereof from any penalty which may be incurred.
