The Mayor or other magistrate, or any judicial officer may, within his jurisdiction issue warrants to search or other legal process authorizing entry into and inspection of any buildings, structures or grounds appurtenant thereto, or premises in the City upon the filing of an affidavit identifying the property to be entered and examined and alleging particular facts showing probable cause to believe that any provision of this chapter is being violated.
