All buildings, structures or premises which are a menace to life, public health, safety
or welfare because they:
(a) Are structurally unsafe;
(b) Are unsanitary;
(c) Are not provided with safe access;
(d) Are a fire hazard;
(e) Are a hazard due to inadequate maintenance, dilapidation, obsolescence, decay or abandonment;
(f) Are damaged substantially by fire, wind or other causes;
(g) Are without the amenities essential to decent living so they are unfit for human habitation;
(h) Possess inadequate light, air and sanitation facilities;
(i) Have insufficient stairways, elevators or fire escapes;
(j) Have parts thereof which are so attached that they may fall and injure persons or property;
(k) Exist in violation of any provision of the Building Code, Fire Prevention Code or ordinance of the City; or
(l) Are otherwise dangerous, are severally, for the purpose of this chapter, declared to be unsafe structures, unsafe premises and public nuisances.
