(a) Licenses shall be issued by the Building Inspector to the applicants for a demolition contractor's license annually. The license shall be renewed each year on or before January 30 upon payment of an annual fee and upon the contractor providing proof of the bonding and liability insurance requirements set forth in this section.

(c) The Building Inspector or other qualified person as determined by the City Manager shall have the authority to implement any and all such requirements as may be necessary to effect the complete, safe and sanitary demolition of all properties, to include the reclamation of the property following demolition.
