No cellar home shall be constructed or occupied as a dwelling; provided, however, that nothing herein shall prohibit inhabitation of a cellar home where and in the manner as they are now (Ordinance 2174, passed November 2, 1970) located and inhabited unless the same is charged as being a public nuisance.
