1303.07 BUILDING PERMIT REQUIRED; REFERENCE PLAN COPIES.
   (a)   A permit shall be obtained before beginning construction, alteration or repairs, other than ordinary repairs using application forms furnished by the Building Inspector which shall be accompanied by drawings and specifications conforming to the requirements of this Building Code.
   Ordinary repairs are nonstructural repairs and do not include addition to, alteration of, or replacement or relocation of water supply, sewer, gas, vent, ingress or egress, electrical wiring or other work for which a permit is required by the Building Inspector.
   When drawings and specifications are found to conform to the requirements of this Residential Building Code, the Building Inspector shall issue a permit. One copy of the drawings and specifications shall remain on file with the records of the Building Inspector at the office of the Inspector, the other set to be stamped "approved" and kept at the job for reference until completion of the building.
      (1)   No operations requiring a permit shall be commenced until the permit card therefor is posted in a conspicuous place near the front of the premises and in such a position as to permit the inspectors of the Division of Building Inspection to make the required entries thereon requiring inspection of the work. The card shall be preserved and remain posted until the completion of the work for which it was issued.
      (2)   No person shall remove or cover such permit card until the work for which the card was issued has been approved by the Building Official.
   (b)   In the areas where a public sanitary sewer is not available, a building permit shall not be issued for any dwellings.
