1301.04 LIBERAL CONSTRUCTION.

This Building Code and all proceedings thereunder shall be liberally construed in order to promote its purpose and to avoid unnecessary hardship, provided the spirit and intent of this Code shall be observed and the public safety, health and welfare is assured.
