1301.03 PURPOSE; APPLICABILITY; ACCESSORY STRUCTURES; STANDARDS; EXCEPTIONS.
   (a)   The purpose of this Code is to provide minimum requirements to safeguard life, limb, health and the public welfare and the protection of property as it relates to these safeguards by regulating and controlling the design, construction, prefabrication, equipment or appliance installation, quality of materials, use and occupancy location and repair of one, two and three-family dwellings, not more than three stories in height.
   (b)   Wherever residential buildings are mentioned, accessory buildings shall be included whether specifically mentioned or not. Residential buildings, when mentioned, shall include one, two and three-family units whether specifically mentioned or not.
   (c)   When structural materials that are visually identified for grade and quality are used under the direct professional supervision of an architect or construction engineer, deviations from some of the conditions herein may be permitted under certain circumstances as provided for by accepted engineering practices and not in direct conflict with any City ordinance or the Ohio Revised Code.
