971.19 RESERVATIONS FOR SPECIAL USE OF BUILDINGS AND SHELTER: FEES.
   (a)    The City Manager shall administer the reservation and collection procedures of all fees related to park facility rentals.
   (b)    Any person or group of persons that desires to use any park shelter shall make application for reservations to the City Manager setting up for the group desiring to use same, the purpose of same, the hours of intended use and such other information as requested by the City Manager and shall pay the fee required by this Section. The City Manager shall give priority to residents of and clubs and organizations located in the City on a first reserved basis. The City Manager shall reject all applications when the purpose of the usage is primarily for a church service, revival meeting, profit-making venture or when riot or nuisance may result.

   (c)    (EDITOR’S NOTE: Former subsection (c) was repealed by Ordinance 05-56, passed December 19, 2005.)
   (d)   In addition to the fees in subsection (c) hereof, a refundable deposit of forty dollars ($40.00) shall be collected. The deposit shall be returned after one week of the rental date and after the inspection of rented facilities is completed by City staff. If in the event the City Staff finds that rented property is in need of repair and/or cleanup, such cleanup and/or repair expenses shall be deducted from the deposit.
   (e)    The City Manager may set weekly rates for nonprofit and service organizations by written notice to the Director of Finance of such fees to be charged.
   (f)    No person or group of persons shall occupy any park shelter if a reservation for same has been issued by the City Manager.
