If, after two attempts, on at least two different days in any one quarter, the person charged with the duty of reading water meters is unable to gain entrance to the meter due to cause contributable to the user of such meter, then such user shall be charged for that quarter an amount equal to the minimum rate for such user. Such charge shall be considered only as a payment on the account and the true charge adjusted when the first succeeding quarterly reading is obtained. If a meter reading is so prevented for two consecutive quarters the City reserves the right to discontinue the service.
