(a) Water meter seals are obtainable from the engineer, upon application. He shall prepare and preserve a record of each water meter seal issued.
(b) If a plumber finds it necessary to break the seal of a water meter in the course of making repairs or adjustments to service lines, fixtures, stop and waste, or for any other lawful reason whatsoever, he shall properly replace the seal on the meter, under the direction of the engineer, upon completion of the work.
(c) If any plumber finds that the seal of any meter has been tampered with, he shall, before proceeding with his work, report such fact to the engineer.
(d) If it be found that a meter seal has been broken, or that any bypass has been inserted, or there is evidence that the meter has been tampered with, the water will be shut off and shall not be turned on again until the consumer or owner of the premises shall pay for the quantity of water which has been used and not registered, plus the cost to restore the meter to working order, and any other necessary expense.
(e) Any person or persons making a connection on a service line between the water meter and the street mains, or installing a bypass around the meter, shall be subject to prosecution as a trespasser and such other penalty as provided for in Section 951.99.
