Water meters shall be removed from their mountings by no one other than authorized employees or agents of the City, except that a duly licensed plumber employed by the consumer to drain the pipes of any building preliminary to discontinuing the water service may dismount the meter after shutting off the water service, but then he shall forthwith deliver the meter to the engineer.
