Water meters shall be installed in a vertical position, inside the building and at a point on the incoming service pipe, as close as possible to the building or foundation wall. The property owner shall provide suitable housing facilities for the meter in a place readily accessible; and shall at all reasonable times insure unobstructed access to the authorized agents and employees of the City, for reading, inspection, repair or removal. The property owner must provide a stop and waste on each side of the meter and as close thereto as the details of construction will permit.
