A separate water meter for measuring the consumption of water shall be installed for each dwelling, store, factory, institution or place of business before water will be furnished thereto except where there are two or more dwelling apartments, or two or more places of business located in one building under a common roof and having a common ownership, and the common owner thereof applies for and contracts to pay for the water consumed therein.
