949.05 MINIMUM CAPACITY OF WATER LINES.
   No water lines shall be laid or extended with water pipe having a diameter of less than six inches. In every instance where water lines of a lesser diameter have been laid or may hereafter be laid at the instance or expense of private property owner, such shall be maintained solely by the party at whose instance and expense the same was originally installed, and the City will assume no responsibility for its operation or maintenance. The fact that such water line having a diameter of less than six inches has been laid by or at the expense of any property owner shall not be grounds for relieving such property owner from street assessment and any extension of water lines along the same section of the public way, should the same be declared necessary.
