(a) None but authorized agents of the City are permitted to turn on the water service to any property, except that plumbers licensed by the City, may turn on the water service temporarily, for the purpose testing only. But as soon as the test is completed, the plumber shall again turn off the service by closing the stop cock at the curb box. Upon completion of the test, the plumber shall make his report to the engineer.
(b) Curb stops are for the exclusive use of the City, except as defined hereinabove, and they shall never be used or tampered with by any other person. The control of the water supply by the consumer shall be by means of a separate stop and waste valve located generally just inside the building wall.
