No source of water supply, except wells developed, constructed and maintained by the City, shall be in any way connected with the water works system, nor will water from any other source be allowed to enter into the water works system.
All water mains, lines and connections shall be constructed in such manner as to insure against any foreign substance passing back into the water works system.
