(a) The City shall maintain and keep in repair all trunk line sanitary sewers and no person shall open, repair or in any manner tamper with any part of the public sewer system except under the direct supervision of a proper Municipal representative.
(b) The City shall repair or cause to be repaired all trunk sewers under the direct supervision of the foreman. No one may repair, tamper with or attempt to remove obstructions from any trunk sewer, except under expressed authority by and under direct supervision of the foreman. No trunk sewer shall be repaired or cleaned, except in accordance with the provisions of Sections 943.08, 943.09 and Chapter 939.
