Any owner of a lot, outlot, or parcel of land that abuts on a sanitary sewer for which the owner or his predecessors in title paid no assessment or which was installed voluntarily by persons other than the owner or his predecessors in title shall, upon connecting to the sanitary sewer, pay to the City for the use of the sewer fund a sum equal to sixty dollars ($60.00) multiplied by the foot frontage of such lot, outlot or parcel of land.
