(a) Property owners requiring a new service connection with the sewer lines shall first file a written application therefor with the City Manager accompanied with a fee. Upon approval of the application by the City Manager, a permit will be issued and the fee will be deposited in the Sewer Revenue Fund.
(b) Where a lot or land is served by City sewer which is tributary to the Stark County Metropolitan Sewer District, the new connection fee shall be at the rate established by Stark County plus an additional inspection and administration fee.
