No main sewer line, branch sewer line or connecting sewer line shall hereafter be constructed in any public way unless the entire cost thereof is to be paid by the City, or unless the cost thereof is to be assessed against the abutting or benefiting properties, or unless it is constructed and paid for with private funds and dedicated without reservation to the public use. All main sewer lines, branch sewer lines or connecting sewer lines now constructed or hereafter constructed in any public way, or constructed on private lands and subsequently dedicated as a public way, shall be deemed a part of the public sewer system of the City and shall be considered for all uses and purposes as appropriated for the public use.
