The City Manager shall safely keep and preserve all applications for sewer permits, together with the detailed description and drawings accompanying the application, in such manner as to be easily accessible for future reference. Such record shall further contain the certificate of any inspecting officer showing the date when such tap or inspection was made and approved by him.
