The application for a permit to tap a public sewer shall be in writing, directed and delivered to the City Manager. It shall be dated and signed by the owner or joint owner of the property to be served, and shall designate the street and number of the house and lot, the owner or owners of the property, the nature and approximate amount of sewerage to be accommodated, together with a detailed description or drawing of the location of the premises and the location of the point where the tap is to be made. It shall also contain the name of the plumber or engineer who is to do the work of tapping.
