935.09 PRELIMINARY TREATMENT FACILITY REQUIRED.
   (a)    The admission into the public sewers of any waters or wastes having the following shall be subject to the review and approval of the City Manager:
      (1)    A five-day biochemical oxygen demand greater than 300 parts per million by weight;

      (2)    Containing more than 350 parts per million by weight of suspended solids;
         (Ord. 89-33. Passed 9-6-89.)
      (3)    Containing any quantity of substances having the characteristics described heretofore; or
      (4)    Having an average daily flow greater than two percent of the average daily sewage flow of the City.
   (b)    Where necessary, in the opinion of the City Manager, the owners shall provide at his expense, such preliminary treatment as may be necessary to:
      (1)    Reduce the biochemical oxygen demand to 300 parts per million and the suspended solids to 350 parts per million by weight;
      (2)    Reduce objectionable characteristics or constituents to within the maximum limits provided herein; or
      (3)    Control the quantities and rates of discharge of such waters or wastes.
   (c)    Plans, specifications, and any other pertinent information relating to proposed preliminary treatment facilities shall be submitted for the approval of the superintendent of service, and if required by statute or regulation, to the Department of Health of the State, and no construction of such facilities shall be commenced until these approvals are obtained in writing.
