(a) The City Water Department, so long as they have and retain State approval, are hereby authorized to perform chemical testing of water samples for those persons requesting same and such records shall be kept regarding such testing as may be required by the State, City Manager or Council.

(b) Each person requesting such chemical testing of water samples shall pay to the City at the time of presenting such water sample a fee.
