(a) The Water Department, so long as they have and retain State approval, are hereby authorized to perform bacterial testing of water samples for those persons requesting same and such record and records shall be kept regarding the testing as may be required by the State, City Manager or Council.

(b) Each person requesting such bacterial testing of water samples shall pay to the City, a fee at the time of presenting the water sample for testing.
