931.17 RATES FOR UNOCCUPIED PROPERTY.
   (a)    Anyone being the user of water service and anticipating that his dwelling or place of business may be unoccupied for a period of time in excess of one full monthly collection period may, in lieu of payment of the minimum monthly amount, elect to have such service temporarily discontinued.
   (b)    To perfect such election he shall order the City Manager in writing to discontinue the service when desired and shall pay a fee of one dollar ($1.00) for such discontinuance and resumption of service. Nothing contained in this section shall alter or affect the rate for period of time less than one full monthly collection period. The term "unoccupied" shall be interpreted to mean a place where the usual furnishings are kept and maintained but is temporarily void of personal occupancy or habitation. This section shall apply alike to both water and sewer service.
