931.14 SEWER RENTAL FUND.
   Funds collected for the use of sewers shall be deposited with the Director of Finance and when so deposited shall be kept in a separate and distinct fund and shall be known as the Sewer Rental Fund. When appropriated by Council, these funds shall be subject to the order of the City Manager. Funds so received shall be used for the payment of costs and expenses of the management, maintenance, operation and repair of the sewerage system and sewage disposal plant, and any surplus in the Fund shall be used for the enlargement or replacement of the same or for the payment of interest on any debt incurred for the construction or repair of such sewerage system or sewage disposal plant, or for the creation of a sinking fund for the payment of such debt; but shall not be used for the extension of the sewerage system to serve unsewered areas, not for any other purpose whatsoever.
