931.12 SEWER RENTALS ESTABLISHED.

It is determined and declared necessary and conducive to the protection of the public health, safety, welfare and convenience of the City to levy and collect charges or rentals upon all lots, lands and premises served by having connection with the sanitary sewerage system and by the sewage treatment and disposal plant of the City.
