No one, except the authorized agents and employees of the City, and plumbers licensed by the City, and acting directly under authority and supervision of the engineer or foreman, are permitted to tap, change, repair or in any manner tamper with any water or sewer line or connection, except under conditions in Title Three - Utilities, specifically provided for in Part Nine - Streets, Utilities and Public Services Code.
