In any instance where either water or sewer service has reached shut-off status for failure to pay the charges therefore, or for any violation of the ordinances of the City, a charge shall be applied to the account regardless whether the service has been physically disconnected or not. The application of any one for either water or sewer service may be denied so long as the address is in arrears to the City for any charge or service accrued under Part Nine – Streets, Utilities and Public Services Code or any other ordinances.
