931.08 NEW OWNER OR OCCUPANT MUST APPLY FOR SERVICE.
   (a)    Whenever the title or ownership to any property being served with water or sewer under an application executed by the owner thereof, is changed, a new application shall forthwith be executed and delivered before water and sewer may be served to such property. Whenever the occupancy of any property being served with water and sewer under an application executed by one other than the owner, is changed, a new application shall forthwith be executed and delivered before water and sewer service may be served to such property.
   (b)    Whenever there is a change of title or occupancy, as set forth above, the City Manager shall issue his written order to the engineer and foreman to discontinue the service to such property, provided that any failure or delay in making such disconnections shall not avoid any liability on the part of the applicant whose application remains on file with the City Manager. The City Manager will presume service being continuous from the time service is connected at the request of the applicant until the applicant either gives notice in writing to the City Manager to discontinue such service or withdraws his original application.
