(a) For the safe, economical and efficient management and protection of the Municipal water service and Municipal sewers and sewerage service, the City Manager is hereby authorized and directed to terminate the Municipal water, sewer and water and sewer service of any user who violates any ordinance of the City or any rule or regulation pertaining to such service, and to continue such termination until such violation or threat of violation is discontinued.

(b) Whenever anyone voluntarily discontinues either water or sewer service he shall at once notify the City Manager of this fact.
