Officers, inspectors, meter readers and employees whose duty it may be to enter upon private property for the purpose of inspection, reading, adjustment, repair or the like shall be provided with a badge or other proper credentials by the City Manager, and upon exhibiting the same to the owner of the property, they shall be granted free and unobstructed access at all reasonable times to whatever part of the property that it may be necessary to enter upon to perform their proper duties.
