All charges for water and sewer service shall become due and payable monthly at City Hall on the twentieth day of the month billed and shall be delinquent any days thereafter. If any charge for water and sewer service is not paid on or before the last day of the month in which billed, then such service for which the charge so remains unpaid shall be discontinued and the City Manager, with five days' notice to the utility customer, shall issue his written order to the Service Director to discontinue the service, and the Service Director shall proceed forthwith to do so.
