As a matter of convenience only, the City Manager shall mail or deliver monthly statements for water and sewer service, but any failure on the part of the City Manager to mail or deliver such statements, or failure to receive such statements on the part of anyone, shall not in any manner constitute a valid cause or excuse for nonpayment.
