For the purpose of this Title Three - Utilities of this Part Nine - Streets, Utilities and Public Services Code, the words and phrases defined herein shall have the meanings therein respectively ascribed to them:
(a) "City manager" means the person actually holding the office of City Manager as well as any employee of the City acting under the specific authority of the City Manager in a particular matter.
(b) "Engineer" or "superintendent" means the superintendent of service unless otherwise designated.
(c) "Foreman" means the superintendent of service, unless otherwise designated.
(d) "Sewerage system" means all pipe lines and equipment incidental to the transportation of sewage along the public ways or other ways wherein the City has a special interest and also the sewerage disposal plant and all property and equipment thereto.
(e) "Water works system" includes all pipe lines, mains and connections, pumping stations, storage tanks and the like appurtenant to producing and distributing a supply of water to consumers in the City and elsewhere, and all tools, apparatus and equipment necessary and used for that purpose.
(f) Whenever Title Three of this Part Nine - Streets, Utilities and Public Services provides that "notice be given" or other term or phrase of similar meaning, the term or phrase shall be construed to mean printed or written, and shall be delivered personally to, left at the place of residence of, or mailed to the last known address of the party to whom the same is directed.
