The City may construct culverts or storm drain pipes beneath driveways, upon the request of the property owner and upon the approval of the City Manager, provided before such culvert or storm drain is installed, the property owner pays the City the estimated cost of the culvert or storm drain pipes as determined by the City Manager and provided the City refunds to the property owner any sum in excess of the final actual cost of culvert and storm drain pipes.
