The City may, with the approval of the City Manager, construct asphalt driveway approaches upon request of the owners of such property, provided the owners prepay to the City the estimated cost as determined by the City Manager, prior to the work being done, and upon the completion of the work, there shall be refunded to the owner any sum in excess of the actual cost of materials used.
