Any person or group of persons petitioning Council for the vacation of an alley shall pay to the City or secure payment to the City all costs necessary for the publication of notices, ordinances, engineering fees and recording and transfer costs of the vacation plat. The person or persons desiring the vacation of an alley shall present a plat prepared by an engineer or surveyor of their choosing and shall be personally liable for the payment thereof.
