733.03 APPLICATION AND FEE FOR LICENSE.
   The City Manager, subject to the approval of Council, shall issue the license required by Section 733.02 for each taxicab for a term not to exceed twelve months, only when the applicant therefor shall have deposited with the City Manager:
   (a)    A signed application showing the name and address of the owner, the manufacturer's name, serial number, year, model, type of body construction and maximum safe passenger capacity for taxicab;
   (b)    Evidence to the satisfaction of the City Manager that public convenience and necessity requires the operation of such taxicab or taxicabs;
   (c)    Evidence to the satisfaction of the City Manager that the taxicab is in a good and safe mechanical condition, and that he has never suffered any such license to be revoked;

   (d)    Policy of liability insurance for the taxicab written by an insurance company authorized to carry on business and write such policy in the State, acceptable to the City Manager, which policy shall indemnify the taxi operator in the sum of one hundred thousand dollars ($100,000) for injury to one person and three hundred thousand dollars ($300,000) for injury to more than one person, and fifty thousand dollars ($50,000) property damage in any accident.

   (e)    A fee of five dollars ($5.00) for each six months period or fraction thereof, no part of which may be recoverable after such license is issued.
