Unless otherwise expressly stated when used in this chapter, the following terms mean:
(a) "Taxicab operator" means and includes every person, firm, corporation, partnership, association or like agency which owns, controls, operates, maintains or manages a taxicab or taxicabs in the City.
(b) "Taxicab" means and includes any motor driven vehicle used in the City to carry passengers for hire, or for which service any remuneration is paid or accepted, except motor busses operated on regular schedules, and except vehicles used in what is commonly termed a "share a ride"arrangement operating by prearrangement over a regularly traveled route.
(c) "Taxicab driver" means any person who drives a taxicab in the City other than the owner thereof.
