No person shall hold, sponsor or conduct any public dance for private gain without first obtaining a license from the City Manager. Such licensee shall prevent such dance from continuing later than 12:00 a.m. midnight; shall prevent the presence of any intoxicating liquor or any intoxicated person at the place of the dance; shall prevent the presence at such dance of all persons under the age of fourteen years unless accompanied by a father, mother or legal guardian; and shall give free access at all times to any law enforcement officer for inspection and regulation.
