A license to do sanitary plumbing in the City shall be granted by resolution of Council to any person, firm or corporation who furnishes evidence satisfactory to Council that he is a properly qualified plumber. The license may be revoked and canceled by Council at any time for a neglect or refusal to comply with any of the ordinances, rules, regulations and laws governing plumbing; provided, however, that such license shall be revoked only after due notice to the holder thereof, fixing the time and place of hearing by the Council. Such license when authorized by Council shall be issued and signed by the City Manager under such authority.
