Well pumps may be operated with gasoline motors, provided the motors are properly muffled to reduce noise to a minimum and where such gasoline motors are not properly muffled, Council may require electric motors for the well pump. In the determination of what constitutes a properly muffled gasoline motor, the decision of Council shall be final.
